PVC is definitely a plastic, scientifically known as polyvinyl chloride. Although soft PVC feels somewhat like rubber, it essentially belongs to the thermoplastic plastics family.
Why do some people think it's like rubber? Soft PVC is made soft and elastic due to the addition of plasticizers, and its feel is very similar to some rubber products. However, when burned, PVC emits white smoke and releases hydrogen chloride gas, while rubber typically emits black smoke. This is the key difference between the two. Rigid PVC, on the other hand, is harder and more closely resembles the characteristics of hard plastics.
